This paper builds on some of the authors’ close engagement in the collaborative federal fiscal policy process to offer an insider’s view of the exercise so far. If this policy work results in improved fiscal relationships that accurately reflect the real costs of managing jurisdictional authority and administering services, there is greater potential to shift these intergovernmental relations out of the courts and into truly working relationships.
